Answer: I don't think you nail down just one "best" blues artist...the blues are so diverse, and complex, and yet can still be so achingly simple...
I'd have to say
1. T Bone Walker-his influence on blues music during his own time, and his influence on the British bands that turned the blues into blues rock. (Which in turn, is still highly influencing music today.)
2. John Lee Hooker-and since you've already got him listed, I guess you already probably know the reasons why.
3. Bessie Smith-this lady turned anything into the blues!!! Her music is as relevant today as it was when it was first recorded.

I want to add a Blues station to my Pandora Radio stations. The only musician Ive thought of so far to put on it, is Muddy Waters. Can you suggest some more?
Answer: It all depends on the style of.blues you are looking for. If you're looking for lots of guitar playing I'd go with Joe Bonamassa , Davy Knowles , Stevie Ray , Ronnie Earl or Kenny Wayne Shepherd. If you want more authentic blues I'd go.with BB King, Bobby Bland, Muddy Waters, John Lee Hooker and even Ray Charles. These are just a few of my favorites. There are many many more.
