Situated a half-mile off the New Rochelle coast, the uninhabited 78-acre island, with views of Manhattan, has been the object of numerous redevelopment plans over the last three decades. Each one has failed in the face of fierce opposition from the New Rochelle public, but now, with great hope, officials have announced one more. For a century, Davids Island was used as an Army post called Fort Slocum. Then, in the late 1960s, the post was deactivated and Consolidated Edison bought the land from the federal government. The company proposed building a nuclear power plant, which prompted intense public protest. Consolidated Edison eventually pulled the plan and, in 1976, the company sold the island to New Rochelle for $1..
